Appendix 6.2-A

Certification procedure

IN ENGLAND, WALES, NORTHERN IRELAND AND ISLE OF MAN

The design of the superstructure of every house type on every site must be checked by an NHBC listed certifier.

WHAT THE CERTIFIER MUST DO

The certifier will ensure that the drawings and specifications are checked so that any timber is protected from moisture, the superstructure is structurally stable and that detailing and materials are in accordance with NHBC Standards.

If the design is satisfactory a design certificate (Form HB353b) must be signed and issued by an NHBC registered certifier (See Appendix 6.2-B). The certificate or a copy must be given to the Builder. The certifier may accept a structural check by a qualified engineer experienced in timber frame if section C is signed by the engineer.

Applications for inclusion on the list of NHBC certifiers must be made on form HB349a, obtainable from NHBC Technical at Buildmark House, Chiltern Avenue, Amersham, Bucks. Applications will be considered from professionally qualified architects and consulting civil or structural engineers with at least three years timber frame housing experience and covered by adequate professional indemnity insurance and, in the opinion of NHBC, are appropriately qualified to undertake certification.

WHAT THE BUILDER MUST DO

If building a timber framed dwelling or dwellings, the Builder must:

  • state this on the application for inspection form HB3
  • on the same form give the name and number of the approved certifier
  • keep a design certificate (form HB353b) on site as proof that the dwellings have been correctly designed.

IN SCOTLAND

In Scotland NHBC require that the structural adequacy of the timber framed superstructure must be assessed by an engineer who:

  • is professionally qualified as a structural or civil engineer, and
  • is in private practice, or is otherwise approved by NHBC, and
  • has at least three years practical experience of timber framed house design, and
  • carries adequate professional indemnity insurance.

The engineer's certification of adequate design must be confirmed on form HB2l0 (see Appendix 6.2-C) to the registered house builder and made available to the NHBC inspector on site.
